The European Strategic Energy Technology (SET) Plan set up 5 task forces on cross-cutting topics, one of them dedicated to digitalisation. Task Force 3 brought together representatives of the SET Plan Implementation Working Groups (IWGs), the European Technology and Innovation Platforms (ETIPs), EERA and the Clean Energy Transition Partnership, together with independent experts. The resulting recommendations cover:
- common data infrastructures
- data-sharing incentives
- smart meter interoperability
- common data models
- European data hubs
- data prioritisation
- the European Energy Data Space rollout
- cyber resilience
PVSmile is referenced under Recommendation 7, “Develop a European energy data space rollout plan”. One of the building blocks it proposes is the design and validation of advanced AI-based, data-driven services and digital twin applications, particularly those using privacy-preserving federated learning, to optimise energy system planning and operation. The report names PVSmile, alongside ENPOWER, as an example project for energy communities.
The reference reflects PVSmile’s focus on trusted data, smart digital services and citizen participation in the solar energy transition.
We also acknowledge Vangelis Marinakis, who contributed to Task Force 3 as a Support Expert and helped shape the recommendations.
The recommendations are addressed primarily to the SET Plan IWGs and ETIPs. Implementation is encouraged to begin in 2026 and continue through 2030.
