On 18 June 2026, MINOAN Energy Community organised a participatory stakeholder-mapping workshop under Task 2.1 of the PVSmile project, supporting the development of a more inclusive, democratic and resilient energy community in the Greek pilot region.
The workshop brought together representatives of the energy community and its wider local stakeholder ecosystem to examine who currently participates in the community, which organisations and groups could become involved in the future, and which members of the local community remain insufficiently represented.
Mapping stakeholders, roles and influence
The workshop focused on three interconnected areas.
First, participants identified and classified stakeholders according to their current or potential involvement in the energy community. These included core members, invited organisations supporting the community’s development and external stakeholders that may be interested in participating in the future.
The second part examined the roles, relationships, power and influence of the identified stakeholders. Participants considered contributions related to governance, technical implementation, knowledge, communication, networking, financing and community support.
The final part focused on social gaps and inclusion. Participants discussed the barriers that may prevent vulnerable and underrepresented groups from participating in the energy community and explored possible interventions, including education, financial support, inclusive policies and technical assistance.
Supporting an inclusive energy-sharing model
The activity contributes to PVSmile’s work on developing an inclusive energy-sharing model for the Greek pilot. The model will investigate how electricity generated by photovoltaic systems installed on public buildings, schools, municipal infrastructure and homes can be collectively used to maximise social, environmental and economic benefits for the local community.
The workshop findings will feed into the Stakeholder and Social Gap Analysis Mapping process, covering stakeholder roles, socioeconomic indicators, vulnerable groups and their current level of engagement.
Through this participatory approach, PVSmile and MINOAN Energy Community are helping ensure that citizens and local organisations can contribute actively to decision-making and that the benefits of the energy transition are distributed as widely and fairly as possible.
